Politics is not "word-play". Politics is not about welfare. Politics is about being street smart. It is being shrewd and practical.
One does not have to be well versed in a language, but yes, history helps, so does the skill of communication. Hitler's choice of words did not hypnotize the mass, but his passion and belief in what he conveyed helped the cause. It is his street smart way of acknowledging the inherent sentiments of the crowd that made him a populous leader. But, too bad for all the wrong causes!
